He came out of Nazi concentration camp in Norway to become a foot racing sensation at Alfred University. His outstanding performances in cross country in the mile and in the 880 made him one of the most talked about collegiate runners in the East. He won races and set records at major indoor meets in Buffalo, New York City and Canada. The wire services sent reporters to interview Per. They called him the "New Flying Finn." He was a member of the Norwegian Olympic squad in 1948, but did not compete due to illness.
